Rocking a doctorate from the University of Tennessee and degrees from UC Berkeley, he’s got more credentials than most of us have lift tickets. His professional journey has zigzagged through counties like Glenn, Monterey, and San Bernardino, where he’s been transforming public infrastructure like a Swiss Army knife of civic improvement.
